We provide a wide range of services in environmental impact assessment, urban planning, soil and groundwater assessment & remediation, and biological & cultural resources, focusing on California's unique and challenging regulatory and policy environment.

We are seeking a dynamic, self-driven, and detail-oriented professional for a Senior Noise / Air Quality Specialist to join our team in any of our 10 California offices (Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Riverside, Sacramento, San Luis Obispo, Santa Cruz and Ventura).

The primary job responsibilities will focus around noise assessments/studies and air quality/health risk analysis with secondary responsibilities pertaining to project management and general environmental compliance. This position serves as a liaison between Rincon, our clients, contractors, and relevant agencies to ensure studies are performed compliant with regulatory guidelines and generally accepted professional standards. This position requires the ability to perform fieldwork, knowledge of modeling techniques and regulatory requirements, clear writing and oral communication skills, strong interpersonal skills, and may require occasional travel.

Examples of Air Quality Responsibilities

  • Modeling and analysis of project related and cumulative air quality impact
  • Quantification of short-term construction emissions and long-term operational, stationary and mobile source emissions with regional or local impacts
  • Health risk assessments
  • Regulatory permitting
  • Mitigation measure development and performance evaluation

Examples of Noise Responsibilities

  • Utilize various noise prediction models to prepare noise assessments for environmental documents
  • Perform specialized noise studies for individual projects identifying mitigation requirements needed to meet regulatory guidelines and impact thresholds
  • Develop noise mitigation measures and quantification of measure performance
  • Prepare regional noise evaluations including but not limited to Noise Elements for locally adopted land use programs (e.g. General Plans)

 


Experience and Skills:

  • Expert level comprehension of CEQA/NEPA
  • Experience with appropriate air quality/health risk modeling and impact assessment techniques (including California Emissions Estimator Model [CalEEMod], Hotspots Analysis Reporting Program [HARP], AERMOD)
  • Experience with appropriate noise modeling and impact assessment techniques (including Federal Highway Administration Traffic Noise Model [TNM ver. 2.5], Integrated Noise Model [INM], Aviation Environmental Design Tool)
  • 10+ Years of Demonstrated Professional Experience
