We have an immediate opening and excellent professional growth opportunity for a  Biological Resources Program Manager in our Carlsbad, CA office (other Rincon offices may also be considered).

The Biological Resources Program Manager is responsible for leading Rincon’s Natural Resources practice within the identified territory. This position is preferably based out of our Carlsbad or San Diego offices.
As a part of Rincon’s Natural and Cultural Resources leadership team, the Biological Resources Program Manager is responsible for growing and further developing Rincon’s Biological Resources technical staff and expanding our firm’s visibility with key business sectors and client organizations in the environmental services marketplace.

In this role, the ideal candidate will manage large natural resources programs and projects in utilities, transportation, water, energy, and/or other markets. Through the focused and effective leadership of multi-disciplined project teams they will be responsible for ensuring work products that meet client expectations and regulatory requirements. This role entails delegating and overseeing workflow and successful project execution as a regional, technical, or market sector lead managing high profile clients or projects within our Company. The Biological Resources Program Manager responsibilities include:

  • Business Development
    • Manage and expand the Biological Resources practice throughout assigned territory
    • Build, maintain, and expand strong relationships with clients, agencies, and municipalities
    • In collaboration with other senior Biological Resources staff, conduct business development and marketing efforts to strategically support and grow the practice
    • Lead preparation of high-quality proposals and statements of qualifications for both existing and new clients
    • Working within the larger Rincon network, seek opportunities to cross-sell other technical services outside Natural and Cultural Resources (NCR), encompassing the Environmental Planning and Sustainability (EPS) and Environmental Site Assessment (ESA) service lines
  • Program Management
    • Client outreach
    • Oversee staff in the execution of biological programs for a variety of business sectors
    • Lead complex biological and/or interdisciplinary technical studies and ensure clients receive high-quality, on-time deliverables
    • Oversee environmental compliance programs for large infrastructure and energy projects
    • Ensure production of high-quality technical reports with a focus on accuracy, clarity and QA/QC
    • Serve as the point-of-contact and internal leader for clients and programs that include those with high revenues and/or good prospects to lead future work
    • Prepare and manage budgets and schedules to meet client goals and expectations
    • Provide recommendations to improve processes and lead implementation in coordination with other managers and principals
  • Technical Work
    • Grow, mentor and lead Biological Resources staff in their technical and career development
    • Coordinate closely with other senior company practitioners throughout California to ensure consistency in staff management and advancement, work implementation, marketing and client development, and consistency with company business goals and needs

Experience and Skills:

• Minimum B.S. in Biology, Ecology, Natural Resources, Environmental Science, or another directly related field; advanced Degree (Masters/PhD) preferred
• At least 10 to 15 years of applicable experience in technical and management roles with an environmental consulting firm, experience in several key market sectors (e.g., utilities, energy)
• Demonstrated experience in management and professional development of technical staff, and successful financial management on project, program, and office-wide scales
• Expert knowledge of the principles, practices, and techniques of biological consulting, including flora, fauna, and habitats of California; special-status species and resources; and relevant federal, state, and local regulations of environmental resources
• Excellent verbal and written skills with the ability to speak and write effectively and persuasively with clients, agencies, and occasionally the public
• Ability to direct collection, analysis and interpretation of data and formulation of recommendations and solutions to highly complex problems or those involving risk
• Highly motivated with excellent technical writing and documentation skills,
• Detail-oriented, resourceful, strong time management and interpersonal skills, and innovative
